Carl Rihan
Carl Rihan is an Associate of the German Institute of Global and Area Studies (GIGA, Hamburg), specializing in political risk analysis as well as in the political economy of the Middle East and North Africa region. He teaches Business Management at Ecole Jeannine Manuel (Marcq-en-Baroeul) as well as Public Policy at SciencesPo Lille.
Over the span of fourteen years, Carl has served as Associate Programme Coordinator and Programme Coordinator at the Institut des Finances Basil Fuleihan (Beirut, Lebanon), a Lebanese public sector agency specialized in governance and Public Financial Management. In the course of those years, he contributed the roll-out of dozens of capacity development initiatives in collaboration with international partners and edited the Institute’s Journal of Public Financial Management and Governance. He also acts as Managing Editor of the Institute's Blog.
He holds a B.A. and an M.A. in Political Studies from the American University of Beirut and a Ph.D. from SciencesPo Paris.
