Carl Rihan

Carl Rihan, Ph.D. is a lecturer in Public Policy, International Security, and Middle East History at SciencesPo Lille and a registered independent consultant on public affairs (France). He is an associate of the German Institute of Global and Area Studies (Hamburg) and a research affiliate to the vice-chair of the United Nations Committee of Experts on Public Administration (New York).

For more than ten years, he's served as a researcher at the Institut des Finances Basil Fuleihan (Beirut), during which he contributed to the first elaboration of the implementation plan of the Arab Sustainable Development Report, and co-authored the roadmap on Implementing Agenda 2030 in the Arab Region (2019). 

He has taught and shared research at the Lebanese American University, the Saint-Joseph University, the American University of Beirut, SciencesPo Paris, the Technical University of Monterrey, the Doha Institute of Graduate Studies, the International Association of Schools and Institutes of Administration (IASIA), and the Association for Middle Eastern Public Policy and Administration (AMEPPA).
